This year’s report didn’t hand Abu Dhabi an exact global rank the way it did Dubai, which climbed an impressive 11 spots to land at 17th worldwide. But Abu Dhabi’s own numbers tell a story worth paying attention to on their own, one that anyone tracking Abu Dhabi real estate should know:

  • Back in 2022, it sat at 45th globally, in the “semi-transparent” bracket

  • Madhmoun, ADREC’s centralized Multiple Listing Service, has required every property listing on Bayut, Property Finder, and Dubizzle to be verified since 2024. Size, location, price- all of it has to match government records now, and duplicate listings just don’t fly anymore.
  • There’s also a strategic blockchain partnership between ADREC, the Technology Innovation Institute, VentureOne, Finstreet, the ADI DLT Foundation, and Advanced Real Estate Services, aimed at bringing distributed ledger tech into property registration.
  • The Rental Index, launched in August 2024, now gives investors quarterly data on residential rental prices across Abu Dhabi’s neighborhoods (commercial and industrial data is supposedly next).
  • Memorandums of understanding signed with Bayut and Property Finder back in March 2024 keep listing data accurate and lined up with Abu Dhabi’s own regulatory framework.
  • Law No. 3 of 2015, amended by Law No. 2 of 2025, was followed by a fresh batch of executive resolutions in March 2026, including escrow account controls, joint ownership rules, owners’ committee regulations, and compensation for buyers if a developer defaults on an off-plan deal.
  • DARI and TAMM now handle ownership transfers, mortgage registration, tenancy contracts, and certificate issuance digitally, which cuts out a lot of the friction that used to slow everything down.

Abu Dhabi’s Real Estate Disputes Settlement Committee resolved 83% of its cases successfully in Q3 2024 alone; that’s a real, tangible sign that buyers and developers have somewhere to turn when things go sideways. Foreign direct investment into the sector jumped 225% in the first half of 2024 compared to the same stretch in 2023, which honestly is too big a number to chalk up to coincidence. And ADREC’s 6% cut to service and community fees in 2023 put roughly AED 39.7 million back into owners’ pockets versus the year before.
